After the establishment in 1944 of representative bodies—the National Councils—and their legal sanctioning under the Constitution of July 22, 1952, the National Councils established local honors in the form of badges for distinguished citizens. Subsequent legal acts following the state’s administrative reforms authorized the establishment and awarding of honorary badges.
Local government authorities define the rules and regulations for awarding badges, and regarding the design of symbols, local government units are required to seek the opinion of the minister responsible for public administration, under whom the Heraldic Commission operates, which serves as its advisory and consultative body.
